Pulse the oats in a food processor or any standard blender; you have to pulse for 20-30 seconds or until the oats reach a fine, powdery consistency.
If you need to save some, use the same rules you would use for ordinary flour. Keep it in a cool, dry place in an airtight container.

Pre-heat oven to 375F / 190C Line a sheet pan with wax or parchment paper and set aside.
Combine dry ingredients in a large mixing bowl; oat flour, baking powder, cinnamon, and salt.
Combine wet ingredients in a small mixing bowl; egg, butter, coconut sugar, vanilla extract.
Combine your dry and wet ingredients and mix until combined. Add the chocolate chips, mix well. And freeze for 10 minutes.
Scoop out the dough with a round measuring tablespoon or small ice cream, place them on the prepared baking sheet and bake for 12 to 15 minutes.
